Description

Reinforcement of binding laws is the strongest tool in hydrosystem management. This course will introduce into the logics of juristic procedures (which are quite different from engineering) and to the diversity of European laws and Framework Directives concerning the use of water and the management of hydrosystems. A focus will be given on the different national and institutional « translations » of these European rules into French (centralistic) and German (federalistic) governance systems. In analogy to the DPSIR approach for problem/solution pairing, students will learn to find the relevant legal catalogue for specific thematics. Groups of students will then elaborate and present each other specific legal aspects, such as flood and drought risks, water pollution, river basin and aquifer management, and use conflicts in the WEFE (water, energy, food, ecosystem) context.
